Can you take it for granted that the CL-600s delivered TO THE UNITED STATES OF AMERICA are for the conversion of aerial surveillance aircraft.

Are they exported when they transfert within the same company?  Just asking?  Like where are the 8 jets that we didn't know in 2022? A lot of people here following the exports and some analysts too.
