Your description of the rules of a strike are not accurate. 

Firstly, a strike can only be called by the Union representatives after they are given a strike mandate by the membership through a vote.

Secondly, while a strike or lockout is in effect the company cannot call in replacement workers. 
The only people permitted to do any work normally performed buy union members are management employees who have already been employed by the company before the strike or lockout look effect. (I think that the period of prior employment is 3 months)
As long as the strike does not effect production the money saved by the employer through non payment of salaries can help cover the cost of future wage increases. But their are no winners in the end. It's always better to avoid strikes if possible.

flyman12, thank you for the correction, i think some unions have different rules  please see this link where they state employer is permitted to hire temp.... https://publiccommons.ca/public/uploads/STRIKE-FAQ.pdf and again you are right  their are no winners in the end
