Some Thoughts
In some ways, I can't blame them for their decisions. The media business is undergoing a fundamental change just as the landline telephone business did many years ago. I recall back in the day when analysts were writing BCE's obit cause the wireline business was dying....didn't happen.
Similarly, with the changes at the regulator, the older model of building out the network, letting a few people get in and then buying them out is more difficult now. So the question then is why should we build a network for someone else to take our business away? In any other industry, competiitors have to build their capabilities not get it for free and at little risk.
To me the question then becomes - "What does BCE do with the money they wouda spent on the network?" If they find a use for that money that generates a higher return then the SP will go up - the converse is true. Right now we don't have the answer.
For now, I am willing to get paid the dividend while I see what happens.

The CBC announced layoffs in December 2023 I did not see comments from The Prime Minister on that decision. BCE is a private Company who is responsible to its shareholders. It shows he is hostile to business. Too much tax and regulation.

Dummy Trudeau doesn't even realize that he caused this mess. Canada is suffering and his policies are hurting corporations, small businesses and households.
