If you look at the example of Suncor, they need to fire the CEO. The new CEO in turn has to replace most of the management team and the Board of Directors.  The dividend clearly has to be cut but then the current team will probably take the savings and "reinvest" it... They have limited pricing power in telecom so the only choice is cut costs.
