Cost to add 2 million more locations at zippers?

That's gotta be many billions more due to the wide area around those four large mountainous states .

Hard to call they alraedy have presence in eash of those states, and depends greately on the state of the current network. How far will they have to grow out to get those extra users. I assume this will only be in urban areas.
