Vladimir Putin warns Nato against eastward expansion
The Russian President rejects criticism of troop movements near Ukraine. He demands long-term security guarantees from the West.
In the dispute over troop movements on the Russian-Ukrainian border, Russian President Vladimir Putin has warned Nato not to expand its influence to the east. He will insist on concrete agreements to this effect in negotiations with the USA and its allies, Putin said. Russia wants to "prevent Nato's eastward expansion and stationing of weapons systems (...) in the immediate vicinity of Russian territory".
Russia wants "strong, reliable and long-term guarantees for its security", Putin said. Russia's Foreign Minister Sergei Lavrov warned Nato against moving US nuclear weapons to Eastern Europe. Against the background of growing tensions on the Russian-Ukrainian border, Lavrov will meet his US counterpart Antony Blinken this Thursday.
According to its own statements, the government in Moscow assumes that the German traffic light coalition could refuse to keep the weapons systems stationed in Germany. A transfer eastwards would be irresponsible and provocative, Lavrov warned. Moreover, he said, his government was concerned about Ukraine's "alarming" increase in troops near the area controlled by pro-Russian separatists in eastern Ukraine.
Putin and Lavrov's statements come in response to Nato and Ukraine concerns about a possible invasion of the neighbouring country. Russia has massed troops on its border with Ukraine in recent days, with Western states feeling reminded of the 2014 annexation of the Crimean peninsula.
Blinken: Russia plans 'aggressive steps against Ukraine'
US Secretary of State Blinken said there was evidence that Russia was planning "significant aggressive steps against Ukraine". He threatened the government with severe sanctions in the event of an invasion. This would include economic measures, which have so far been waived, he said.
Blinken described Putin's statements as "astounding". NATO is a defensive alliance and not a threat to Russia. Such notions are "deeply wrong and misguided", he said. "We have no aggressive intentions towards Russia," Blinken said. "The idea that Ukraine is a threat to Russia would be a bad joke if it were not so serious."
Blinken plans to meet Ukrainian Foreign Minister Dmitry Kuleba before the talks with Lavrov on the sidelines of the Organisation for Security and Cooperation (OSCE) meeting.
Meanwhile, in a speech to parliament, Ukrainian President Volodymyr Selenskyj again called for negotiations with Russia to end the conflict in the east. "We must tell the truth - we cannot end the war without direct talks with Russia," Selenskyj said. "We are not afraid of direct dialogue." The Russian government refused, reiterating its stance that it is not involved in the conflict - that the fighting in the east is a civil war.

The U.S. and NATO already have military bases in Lithuania, Estonia, Romania and Poland, all within short missile range to Moscow.
