Russian Oil...1st they have no right to cap. If they do will it bring down the OIL price MAYBE short term. But, Again OPEC and the Saud's will cut productin drive the rest of the crud sky rocketing into or above $100 BBL by end of year.

I agree. How can the US & EU claim to be in support of capital markets with a capping move (doomed to fail in my opinion). The US is moving forward with a bill to allow it to penalize OPEC for its cartel collective control of markets... while the EU and US do the same thing on the buying side. Hypocritical!! The only winners here might be China and India as they will be opportunitic with both
