Venezuela is already struggling to keep its current production level, never mind increasing it and is importing oil from Iran.

That's the plan. USA can't/won't import from Iran. Iran has boatloads of oil for sale. Literally. So vz can now sell vz oil to USA and buy more shiploads from Iran. Panamanian tanker fills up in Iran, floats its way to vz where it offloads. Refills with "clean" vz oil and takes it to Houston. Return to Iran and repeat.
