Why wouldn't Transcanada just have a offloading and storage station on the U.S. side connected to a pipeline ? My understanding is if the pipeline does not cross the border it doesn't need presidential approval . Then the oil can be shipped the short distance by rail across the border to the station.

Think about the economics.  You're now paying to rail (load and offload) and pipeline it (at least half the tariffs) in an environment when the cost to rail alone is marginally economic.   Then, if you want a nail in the coffin,realize that you'd have to get diluent to your US rail yard to convert the railed product (bitumen) to a pipelinable product.    It's a
