Small/microcaps value stocks

Small cap stocks are trading at the lowest in the last 20 years using the Russell 2000 benchmark. The Russell 2000 P/E ratio is trading at less than 90% of the PE ratio of the Russell 1000. In addition, the small cap value stocks are selling near their lowest price to earnings multiple to small cap growth stocks in 20 years.
