Why?
Why is this still trading north of 30 cents? According to the PR, this stock should be a penny. What am I missing here?

A penny? Why so much? The stock has had negative value for a long time now. No one should have continued to own it once equity disappeared and revenues went into a steady fall. Many warnings were given. Few listened. I waited too long myself, but I got out last year while I still had some pizza money left.
