Are silver ETFs safe?

At the Yahoo Finance board somebody wrote:

Siver elephant ticker ELEF has almost the same silver as DSV resource with only 10million C$ mcap!

This was my reply:

Paper is patient and that will turn out to be the really big problem if, in the event of a crash, there is actually far too little silver as the underlying value for such an ETF in their vaults. Only then will everyone realize that the gold and silver mines represent the only real value of the precious metals they possess. Their values will be many times greater than now and the price of their shares will rise to exceptional heights.
