- ALMO introduces legislative initiative just before leaving office, with terrible judicial reforms and open pit mining ban

Politics, much like the wind, changes the direction it blows given time.  A few years ago, nobody was concerned about Mexican mining.  Now some are showing concern.  Nobody knows if a hiatus will ensue and it so for how long.  Short-term traders and investors dislike uncertainty.  The long term investors have a time horizon to weather storms.
