What am I missing here?

No doubt this is a monster, so there must be some issue that I am not seeing. Is it the jurisdiction? Is the Bolivian government untrustworthy? Could they decide to give ELO the boot and keep it themselves, or perhaps hand it over to the Chinese? There has to be something going on or the S/P would be multiples higher. What is it?
