"Bringing share holder value" statement

Lets say you realize this is a spec play and accept the "bringing share holder value" is a one day in the future EXRO will do very well statement (still a spec play though may not ) I have to ask why is insider ownership so low

I keep telling myself that insider owenership low because the NDA's wont allow the insiders to purchase stock.(Insider trading) So they award themselves warrants instead? Hope that I'm right.

How credible is this assumption? There have been times when insiders bought in June (6/2023). Measly couple thousand common shares. They sit on a lot of options, no incentive to buy common shares one can think. I'd like more buys, but again, who knows if they have blackout period or not.

I have not looked at options. Are they so heavy on options they do not need to buy shares?

Sue alone sits on 3 mil options. So they probably dont want to buy, but then again, when insider ownership is 0.4% its kinda depressing and is not confidence building for random new investors who discover Exro. Everything is speculation at this point - NDA's, clients, why insiders are not buying...anyone's guess at this point.

Also saw this item below in Investopedia, not sure if it is applicable or not. If they are buying in this manner how long before it is disclosed somewhere -- such as Sedi, etc. "At the same time, when buying through the exercise of their options, executives do not have to disclose this. Outsiders can really only guess how much "real" buying is taking place."
