"The Public Pulse" is a segment of The Market Herald but if you use their search engine it brings up the September 6th release on SoP as being the most recent. Skupper was probably just spamming everybody, otherwise he would have provided a link or an explanation of what he is talking about. Without that it is just a deadend spoof.
