I see 0.49 as Fair Value "with extreme uncertainty" condition as in for most penny stocks on the quant analysis by Morningstar. That being said - you have to take those quant valuations with a heavy dose of caution and change regularly with market contexts

How do you come up with $0.49 being fair value?  That would be a 350 million dollar market cap.  I'm not sure how you could come up with an equity value that is positive.  They are 120 million in debt, there 2 "core products" the cell driver and coil driver have $0.00 in sales after 10 years and 260 million wasted trying the revenue they do have is from a negative

lol- Ask MorningStar. I was just relaying with the usual caution on those quants. But I know they don't include boiler room operations in their assessment. Go figure...
