Is if fair to say..

BMO as the underwriters determined the risk level of this deal and found .19 as the appropriate price.  Meanwhile this stock was .14 a month ago.  I never know how scams work in these companies but in theory wouldn't buying at .19 for 20 million dollars and then it drops to .15 be a terrible thing for the investors? Or does it some how support their ability to short

Its always nice to have inventory when you short a stock.
