Elon has made moves on lithium and talked about abundant nickel but nothing said about cobalt other than a deal he made with GC on 5000 tons ( I think was the number). Having said that we know he has plans for different batteries but obviously he is not eliminating cobalt ( especially if he needs range and safety which he might not need in china but he needs in NA) so its a long shot that he might
