Considering that NWT Mineral Resource Act Regulations are still in work (as well as mineral resource royalties), it begs the question how much of this is impeding FT's NICO deposit progress.

What else can the NWT be doing to make the territory more attractive to investors? The big issue, in all honesty, is finalizing the regulations. That’s what we’re working on now, and I’m of the opinion that if you build it, they will come. If we develop regulations that are competitive and attractive to investors, they’ll come.

How do you charge a royalty on something that has limited value until it is processed? For example, raw diamonds are easy to evaluate because there is demand from multiple unaffiliated cutting and polishing centers. Nico's concentrate can not be processed at multiple sites. In fact, there is only one site proposed, and that will be company-owned. Same thing holds for REE.
