updated FS required?

I E-mailed my potiential Graphite mine company in Que (mentioned in previous posts) and they informed me " now that we have a updated Feasibility study done in hand for the project , it could qualify for IRA funding and other programs. These programs are looking for companies that have reached the FS stage! Fortune has Not! Is this a Major hurdle to delay the millions, the company desperatly needs ? and how many shares would FT need to issue to pay for the FS if we need it to qualify for IRA and other programs ? let alone the Alberta site,, cheers!
