I'm assuming the 90 day clock will start ticking tomorrow. News tomorrow that is has been filed ?

No the clock starts for Sibanye when genm makes the production decision, presumably in a week or two, I'm guessing.  There's already a news release out about the DFS filing, that's what led me to Sedar.
