I'm trying to assess whether this may affect the timing of construction startup. Any comments?

I'm not sure that it will as they are not asking them to do anything extra they are just stating that to their understanding the minute genm is given approval all these things are legally binding. The only change is the ability of genpgm to act regardless of the outcome of discussion. That to me is very reasonable otherwise discussions are meaningless

One thing that surprised me was BN stating over and over that other tribal nations should not have any say in the matter

That is the way I looked at it but I wonder if the discussions will slow the process and delay the start of construction (a few months?).

the document reads as a complaint statement, pointing the finger at the Crown (not surprising given more recent national issues) followed by we need a, b ,c, d, etc. I don't see "this project cannot be built, we don't want this project or any of the associated benefits..."
