what is a closure plan ? a plan for closing the mine AFTER it's been financed, and built, and mined ..

this news release about a closure plan is a distraction .... why talk about the plan to close a mine that hasn't got the most basic of permits to begin with ?

is there any news about a simple tree trimming permit ? any news about financing ? no ???
