I read it as both, but how many times have you read that a graphene battery iscoming? Samsung announced one in 2017. Nanoxplore currently owns 45% of the worlds graphene capacity according to Soroush. If the market believed this graphene battery was actually real GAC motors share price should have gone through the roof.. it has hardly moved anywhere since they announced it

My 2 sens is that 3D graphene is made by plasma torch. there are a couple of supplier, perpetuus (and PPG who basically shelved it). Its synthetic graphite with no real graphene properties.

Just saw article, GAC is Chineese, thats very good news for Nano, race is on. Chineese are world experts in graphite, they will copy Nano patents whitout a hesitation.  If your a car manufacturer, do you bet your EV car on China supply long term?
