Does not perform according to weight

Bought this when the CAD was at 0.89 to the USD 1.00.  We are no near 0.96 CAD to the USD 1.00, and the stock has moved 0.43 cents.  The ratio is not the same, and it is my fear that this ETF does not accurately reflect the currency ratio and will consistently underperform.
