Bid/Ask - Volume

It is very difficult to understand the extremely low bid/ask and volume on both the TSE and the Amex.
Bid /ask in the low 100's???
If some one was to accumulate even a small position, the opportunity for liquidity should some one want to sell would be very difficult with out taking a haircut. This is quite different to any IPO I have ever seen. Am I missing something?
Any opinions?
