Is this for Western Forelands?

I think what this may well be referring to is beginning development in the Western Forelands which would be very positive. Would do others think?

(Bloomberg) -- Ivanhoe Mines Ltd. founder Robert Friedland said he may bring in a minority partner to help develop Congolese copper assets that are key to the green energy transition.

Western Forelands is not " beginning development"   IVN has built a lot of infrastructure ( roads) to gain access to this very dense and un reachable area so they can drill.  That has been ongoing for years.  They also have done a lot of aerial work in terms of mapping geology and creating drill targets.  They have had drills turning in WF for some time.
