CRA has the authority to freeze/seize the bank accounts of those owing taxes upto and including ordering banks to freeze corporate credit cards. If that doesn't work, then the CRA can also seize/freeze plant, property, and equipment. In effect putting all those operators with taxes owing into IMMEDIATE bankruptcy.
