I was hoping to find some parrels in the Duck Pond Mine EIS. Duck Pond was a lot earlier - released in 2002 or there abouts. The Executive Summary of the Duck Pond EIS is available at the link below. The word "Caribou" can not be found in the document. Dont know if this is because DP was early in the EIS registration era or because DP project did not impact Caribou herds???? Here
