SCOTUS doesn't issue permits.  The USACE issues ONE PERMIT of consequence; a 404 permit which cannot be issued under EPA veto or any time soon IF EPA's veto is someone recinded.   The project requires +60 permits and authorizations prior to Alaska legislative vote.  ZERO issued to date.  Current mine plan uneconomic.
