Incorrect.

They have never been stopped from permitting. A new Operating/Mine Plan (POO) can be submitted to the USACE at any time based from the new PRELIMINARY ECONOMIC ASSESSMENT (PEA).  They could also submit all their Local and State permit applications.  Point being your statement in context of regulatory permitting is inadequate.

Are you aware under NEPA the USACE is required to prepare the EIS without proponent funding?  Maybe if they knew what they where doing that strategy may have been advantageous.  How many years now?

Underground only or nothing, if economic.

no need to double post RC. The way things are dragging on it looks like you will be getting paid for your posts well into 2024.
