Ask the proponent to:

1.  Provide a list of all mining companies who performed any form of due diligence under Confidentiality Agreement or "informal" review/due diligence and why they terminated the Agreement/interest or showed no further interest in pursuing an Agreement/interest.  They are a publically traded company.

2. Provide a statement that the existing "small" mine plan will and can produce proven/probable mineral "ore" reserves per a Feasibility Study.

3.  Provide a statement that underground mining only is economically infeasible.

After 22-years and $1 billion spent with an existing mine plan this should not be an issue.

Easy.

That's because the project has been peddled to all miners and none will touch a uneconomic perpetual liability. Underground only or nothing.
