The Chevron Deference does not apply to EPA veto.
Because there is NO AMBIGUITY regarding EPA's Clean Water Act authority under Section 401. EPA completed the Final Determination process in compliance with all regulations and administrative procedures. Veto issued.
There are no rare earth elements in the uneconomic Pebble deposit.

The EPA illegally stopped the ACE approval process before it was finished. The damages and now sued for was economic hardship to the 2 local tribes and community that would have benefitted and the illegal reversal of natural resources agreed to between the State of Alaska and the USA. It was never allowed to even reach ambiguity. Sorry.
