Help!

I don't understand this move at all. "Strategic review" is business-speak for "For Sale". Why would you put yourself up for sale when prices for everything related to rare earths are in the toilet?

The magnet plant in Estonia is about a year and a bit from end of construction, as I understand it. Is this an opportune time to sell? 

I am hoping that somebody here with far greater insight into the company's inner workings can shed some light on this mysterious and baffling announcement.

In my experience, you conduct a strategic review when you're not happy with your share price and you want people to notice the company is cheap. Another way to look at it is you want the ongoing slide in the share price to stop before it encourages somebody to make a extremely lowball bid for the company.
