Infrastructure is required

Who will foot the bill for billions of dollars of  transmission lines in Canada?

Large windfarms/solar go nowhere until transmission lines are built. My guess, provincial, interprovincial, and the US border. From reading a few articles, the US wants Canadian renewable energy, but not necessarily hydro. Interesting how that will play out.
