Their you have it. If you are able to understand english--something I think is clearly beyond you-- you would understand what the term major portion means. 
66% would be a major portion, so would 70-75% As would 80%.
Major does not mean 100%
Time and time again in interviews they have aluded to the debt finanicing portion. Not that all the remaining cap ex requirements would be raises exclusively by debt.
And now in the latest press release spells it out clearly. Major portion.

Yup and I was referencing future news release about the financing thet total project  -I know things seem blurry to you but lets just wait and see bird brain
