As of August 2024, Pan American Silver is still participating in the ILO 169 consultation process for the Escobal mine in Guatemala. The company is meeting with Guatemalan government institutions, including the Ministries of Economy, Finance, Environment, and Energy and Mines. The company is also complying with care and maintenance visits from the Ministry of Energy and Mines and the Ministry of Environment. However, the appointment of a Vice Minister of Sustainable Development to oversee the consultation process is still pending. 
 
Here's some related information about the Escobal mine and the ILO 169 consultation process:
  • ILO 169
    The United Nations International Labor Organization convention on Indigenous and Tribal Peoples in Independent Countries. The goal of the ILO 169 process is to provide meaningful participation for constructive dialogue. 
     
  • Constitutional Court
    The Constitutional Court of Guatemala ordered the ILO 169 consultation process in 2018. The Guatemalan Ministry of Energy and Mines is responsible for leading the process. 
     
  • Operations
    Operations at the Escobal mine have been suspended since 2017. Pan American Silver has not projected a timeline for a potential restart of the mine

It appears that Escobal may never re-open. Xinca don't want any mining in their area, while others in the area want the jobs and prosperity.

Money talks, i would think that with the right amount of money on the table and garuntee that the land will be protected to an agreed upon standard then Escobal should re open.  Although this is dragging on.....JMO
