The reason it is not up higher is 3 reasons. #3 being a BIG
1) They have not done any share buybacks in the past year under their NCIB. (Yes the ceo has bought shares, but he is a millionaire many times over and this is not bought under NCIB.
2). They did not pay down any debt in the past year
3). Remember when the owners of Morguard Reit bought BIG into PLZ with MILLIONS of dollars spent about a year and a half ago.....well, the rumours were that the owners of Morguard Reit took a big stake in PLZ to get into position for a takeover. Heck even the owner had said that it was an idea. Well All the analysts predicted that in the upcoming months from 18 months ago, that the owners of Morguard reit were going to take another chunk of shares on the public markets. Well, since then, the owners of Morguard Reit have NOT purchased any new shares, even in small incriments and they have since backed down from publickly saying they see value in PLZ anymore as the retail reits tides are changing. Now, yes I get PLZ isnt a tradition reit with a bunch of dead malls, and I know they have many 'essential' businesses....but retail gets lumped together with other retail, and plazas valuwtion over the past 5 years has gone down. Remember that PLZ had the LONGEST DIVIDEND INCREASE STREAK IN CANADIAN HISTORY, and then that increase streak stopped 3 years ago. Since then, they have not increased the dividend and their debt has balloned.
And these are the top 3 reasons why PLZ remains low.

Morgaurd has taken large stakes in other REITs as well, and a taken over hasn't taken place as of yet and I'm quite sure they wouldn't advertise that those REITs are good value investments why should they, in time plz will be taken over fair value 5.25 share?

They bought back 396k shares under the NCIB in 2020 (read the annual report). The NCIB continues to be active in 2021, they just filed for Feb. Not big, but consistent.
