Equalization

The principle of "Equalization" was enshrined in the Constitution of 1982, signed by Prime Minister Pierre Trudeau and 9 out of 10 provincial premiers, including those of all the oil producing provinces at the time. I believe it was Prime Minister Harper who approved the current formula, which was re-approved without change in 2018. It supports a minimal level of critical services across Canada for poorer provinces but not the territories.

The problem is the way equalization is calculated. Its tricky, taking into account major and frequent swings in the finances or energy producing provinces and various subsidies provided by various provinces. Its currently too crude & unfair. To wit, some provinces who at times were having serious financial difficulties were still giving, whilst others, who were enjoying good financial times ...more

Good analysis Musing. With the collapse of the energy market and Alberta provincial employment there was pressure to tweak the formula to better recognize and adjust for this sort of thing. But it is very tricky to fine tune the formula. Quebec is not the biggest recipient of federal equalization payments PER CAPITA. Some of the maritime provinces are. The problem with Quebec is that they've figured out a way around it. With hydro Quebec not necessarily providing many high paying jobs but rather subsidizing cheap power to quebecers, so they are in perpetual state subsidized 'poverty' they can maximize transfers to further exploit the system..  oh and their concrete plants are exempt from CO2 regulation.. The "Equalization" program is a federal program, with 5 provinces in 2021-2022 getting a benefit: Manitoba, PEI, Nova Scotia, New Brunswick and Quebec. The money is paid by the federal government from General Revenue with money from various sources including federal income taxes. Trudeau won 34 seats in Quebec and 78 seats in Ontario. Any tribal outrage should properly be directed towards Ontario. Maybe a convoy of redneck truckers could be sent there to blockade the downtown area to annoy lawabiding citizens by blocking access to vaccination clinics and hospitals.

if i remember right, equalization agreement excluded calculation of revenue from quebec hydropower which they stole from the natives
