Well under 3 months

That 3 months that Peter was reffering to ends december 11th. So well under means we should have something by this friday.

Or is he waiting for something else to announce it?

I would go out on a limb and say he is waiting for one of the many potential clients to sign a contract before announcing it. I suppose there could be some other explanation, NDA, waiting for QE, etc. But the most likely reason is no one has signed yet. Until a signing is announced, I expect to see further erosion of the stock price, even with quarter end coming.
