You are right about investor rage and that is a moot point. I keep coming back to the very unique position of Quebec being in the drivers seat. Quebec gets billions a year from the ROC, with a substantial portion coming from AB. The transfer payments are part of the Canadian Constitiution, basically a charter of human rights and freedoms.
