QTRHhas not bought back any shares per the NCIB since Nov 9. What's up with that? They were nowhere near their stated target.

There are only two possibilities here: 1. They believe the stock is fairly valued and stopped buying stock and want to preserve the cash to buy ITS companies. At 2.60, the stock is incredibly cheap, trading at 3X EBITDA, when they are buying ITS companies at 8-9X EBITDA. That is possible, but unlikely. 2.
