Good catch Cabbie.  My guess would be that ETC has just been awarded the job but the contract hasn't been signed.  I believe that during the last conference call it was stated that they had been awarded a few jobs but wouldn't officially announce them until they are signed. My experience woriking with government entitiies is that they can really drag their feet on this

Chi, it could be one of the three mantioned on the Q3 call, although the amount is smaller than inferred (~US$75M) for each of the contracts.

US 21.5 may be very nice contract.The number of years of this contract is key.  3 yaers at 7million>????  The other   2 contracts mentioned were 10 year deals so lets hope in additional to other 10 year contracts.
