There is a high probability that the central banks around the world will cut rates in the first half of 2024.

In that event small caps will strongly out perform the overall market . Qtrh has specific catalyst coming from Q4 and beyond but it will fly along with other financially sound small caps. 

The institutional investors know this????

Sure there could always be another war, but China cannot afford a war........... there are far too many financial and social problems lurking in the shadows...........
