This "quarter" hill looks headed to a "half" hill. The Morningstar target of $3.08 is a old start. There is another more reliable report out there. The ink insider report has the entire right side of the chart plastered green with insider buys. It's a shame there is such a restrictive blackout policy but the recent flurry of activity crammed into a small opening in the calendar is explained by the policy.
Generally speaking, blackout periods begin 2 weeks before the end of a fiscal quarter and end the day that financial results for a given fiscal quarter are released.
It is important to know that Company management may be blacked out from trading during times over and above the preset blackout periods because they are in possession of material undisclosed company information. Historically this restriction has resulted in many months of additional blackout periods.
FYI, from their website. so we are now in a blackout and will be until q4 is released. The blackout will run for most of the next few months. I'd like to see a less restrictive policy in place and if it requires a shareholder vote, let's do it!
