Under the radar with no volume

I don't understand the volume on this stock.  It stinks!  Price has done a very nice move up but the volume is just pathetic.  This one should have attracted all kinds of volume by now with Obama's platform on grid infrastructure.  Wow, is this completely under the radar or what??
