Quarry mining / open pit the same ....The interagency council is set to begin its third round of audits sometime next year and will cover quarry operations and four mines within the Bangsamoro region.

I dont know if open pit is quarry? There is current quarry mines in Phil non metallic etc

just going by this ..  if not we have longer than next year to wait A quarry is a type of open-pit mine in which dimension stone, rock, construction aggregate, riprap, sand, gravel, or slate is excavated from the ground. The operation of quarries is regulated in some jurisdictions to reduce their environmental impact.[  ...more
