- I do NOT OWN TRP or SOBO since I PREFER OWNING E&P producers

- as LONG as there is SPARE CAPACITY on the TMX pipeline, SOBO Keystone UTILIZATION will be CAPPED

- they have to WAIT until PIPELINE EGRESS becomes CONSTRAINED AGAIN

* this 'estimate' VARIES from 2 to 5 YEARS DEPENDING on the GROWTH of the BROWNFIELD COP/BOP EXPANDION in Canada
