Slowly, normalcy is returning and finally one that is approved by the Center for Disease Control itself and not some wild west leader. I expect further loosening of the rules over the coming weeks/months as more people become vaccinated.

How can they enforce it?

US is slowing down their vaccinations because of lacking of people going to the clinics. They cannot establish rules for selectively reopening for only the vaccinated. Their only hope is to let the world overall vaccination rate go up and suppress the pandemic in general. That will take a lot of time. Canadians are probably more receptive to vaccinations and eventually become pandemic free earlier
